On December 4, 1998, British Columbia Hydro and Power Authority (“B.C. Hydro”) applied to the Commission for approval of a new tariff, the Price Dispatched Curtailment (“PDC”) Pilot Program, identified as Rate Schedule 1849, for the period December 14, 1998 through February 28, 1999, pursuant to Sections 58 and 61 of the Utilities Commission Act (“the Act”); and B. The PDC Pilot Program will be made available to transmission service customers presently taking service under Rate Schedules 1821 or 1848, that are served at 60 kV or higher and who have signed and agreed to the PDC Program Agreement; and C. The PDC Pilot Program was developed through the participation of B.C. Hydro’s transmission customers and stakeholders, during the period April through November 1998. The process included consultations, input from correspondence, meetings and workshops; and D. B.C. Hydro proposes to share the benefits received from customers who curtail loads according to a methodology specified with the PDC Program Agreement; and E. B.C. Hydro proposes to evaluate the PDC Pilot Program following the conclusion of the test period which ends on February 28, 1999; and F. The Commission and B.C. Hydro received eight letters of support for the PDC Program from transmission service customers and other stakeholders; and . . ./2

Hydro PDC Pilot Program Application and finds that approval is in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission accepts for filing for B.C. Hydro, Rate Schedule 1849 – PDC Pilot Program for the period December 14, 1998 through February 28, 1999. 2. The terms and conditions of Rate Schedule 1849 are approved only until February 28, 1999, and are not to be used as an indication of future terms and conditions for PDC tariffs, if approved or extended into the future. 3. All customers taking service under Rate Schedule 1849 must sign and provide B.C. Hydro with an executed copy of the PDC Program Agreement in advance of taking service. 4. B.C. Hydro shall provide the Commission with a detailed PDC Program Evaluation Report by March 31, 1999.
