Ostergaard, Chair ) L.R. Barr, Deputy Chair ) July 22, 1999 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On June 4, 1999, BC Gas Utility Ltd. (“BC Gas”) applied for a Certificate of Public Convenience and Necessity (“CPCN”) for a new compressor station in the Fraser Valley to meet the peak day capacity needs of customers served by its Coastal Transmission System, including British Columbia Hydro and Power Authority (“B.C. Hydro”); and B. BC Gas proposes to construct the station for an in-service date of November 1, 2000, on a site at 48 th Avenue and approximately 252 nd Street in Langley that is described as Lot 4, Section 35, Township 10, NWP Plan No. 9830; and C. The compressor station would have two 7,000 hp natural gas-driven compressors and, with certain upgrading of facilities at the Huntingdon and Nichol, B.C. stations, is estimated to cost $31.7 million including allowance for funds used during construction; and D The Commission, in Letter No. L-32-99 dated June 18, 1999, stated that it was prepared to approve a CPCN for the compressor station providing BC Gas re-filed the Bypass Transportation Agreement with B.C. Hydro, in standard Tariff Supplement format, and amended as specified in Commission Letter No. L-31-99; and .../2

On July 15, 1999, BC Gas re-filed the Bypass Transportation Agreement in acceptable form, and included a letter from the Provincial Agricultural Land Commission, dated June 30, 1999, allowing the construction of a compressor station on the proposed site; and F. The Commission has determined that approval of the CPCN application is in the public interest. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 45 of the Utilities Commission Act, a CPCN is granted to BC Gas to construct and operate a compressor station at the proposed site in Langley in accordance with its June 4, 1999 application. 2. Commencing with the third quarter of 1999, BC Gas is to file quarterly progress reports on project schedule, costs and stakeholder consultations, followed by a final report on project completion. BC Gas will determine the form and content of the report in consultation with Commission staff.
