On April 29, 1999, Bull, Housser and Tupper, on behalf of the Council of Forest Industries, Cominco Ltd. and Methanex Corporation (“COFI-Cominco-Methanex”), applied for a Participant Assistance/Cost Award regarding its participation in the proceeding related to the December 11, 1998 Application by BC Gas Utility Ltd. (“BC Gas”) for a Certificate of Public Convenience and Necessity (“CPCN”) for the Southern Crossing Pipeline (“SCP”) project; and B. On June 7, 1999, the British Columbia Public Interest Advocacy Centre, on behalf of its clients the Consumers’ Association of Canada (B.C. Branch) et al. (“CAC (B.C.) et al.”), applied for a Participant Assistance/Cost Award for its participation in the BC Gas SCP CPCN proceeding; and C. The Commission has determined that the participation of COFI-Cominco-Methanex and CAC (B.C.) et al. in the BC Gas proceeding requires reimbursement in accordance with the criteria and rates set out in the Participant Assistance/Cost Award Guidelines that were approved by Commission Order No. G-97-98 (the “Guidelines”); and D. The Commission has discussed the COFI-Cominco-Methanex and CAC (B.C.) et al. applications having regard to the Guidelines, and has determined that the request for funding from CAC (B.C.) et al. should be granted in full; and . . ./2

The Commission has determined that funding for disbursements should be provided to COFI-Cominco-Methanex for approximately 50 percent of the amount claimed with respect to facsimile charges and all of the amounts claimed for other disbursements, giving a cost award for disbursements in total of $419.06. The Commission has also determined that the funding requested by COFI-Cominco-Methanex for other costs should be granted in full. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 118(1) of the Utilities Commission Act, the Commission awards funds to COFI-Cominco-Methanex and CAC (B.C.) et al. for their participation in the BC Gas SCP CPCN proceeding, as follows: COFI-Cominco-Methanex $ 13,187.06 CAC (B.C.) et al. 49,772.63 2. BC Gas is directed to reimburse Bull, Housser and Tupper on behalf of COFI-Cominco-Methanex and the British Columbia Public Interest Advocacy Centre on behalf of CAC (B.C.) et al. for the total amounts awarded in a timely fashion.
