Ostergaard, Chair ) L.R. Barr, Deputy Chair ) P.G. Bradley, Commissioner ) December 17, 1998 K.L. Hall, Commissioner ) F.C. Leighton, Commissioner ) O R D E R WHEREAS: A. The Commission, by Order No. G-64-93, approved for Centra Gas British Columbia Inc. (“Centra Gas”) a February 22, 1993 ten-year Industrial Gas Sales Agreement (“1993 Sales Agreement”) under the Competitive Range Rate Class for Canadian Forces Base Comox (“CFB Comox”); and B. On November 6, 1998, Centra Gas filed a June 3, 1998 Industrial Gas Sales Agreement (“1998 Sales Agreement”) to amend the 1993 Sales Agreement with CFB Comox effective August 4, 1998 for a five-year term. The 1998 Sales Agreement provides a current interruptible rate of $4.654/GJ for the Central Heating Plant and charges the remainder of the consumption at the LGS-12 rate. The 1998 Sales Agreement requires the interruptible rate to change at the same percentage as changes in the LGS-13 rate; and C. Centra Gas advised the Commission that under the 1998 Sales Agreement with CFB Comox, the expected revenues to the utility would be lower but would be offset by 20 days of peak-day interruption and the avoided cost of system reinforcement; and D. The Commission has reviewed the 1998 Sales Agreement with CFB Comox and finds that it should be approved. . . ./2
2 NOW THEREFORE the Commission orders the following: 1. The Commission approves for Centra Gas the 1998 Sales Agreement with CFB Comox dated June 3, 1998. 2. If Centra Gas utilizes peaking supplies from the Joint Venture, a report is required which shows the extent to which interruptible customers were curtailed.
