Ostergaard, Chair ) L.R. Barr, Deputy Chair ) K.L. Hall, Commissioner ) January 28, 1999 F.C. Leighton, Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On November 30, 1998, West Kootenay Power Ltd. (“WKP”) applied to the Commission for a Certificate of Public Convenience and Necessity (“CPCN”) for approval to undertake a major refurbishment and overhaul of Unit No. 3 at the Corra Linn generating station (“the Life Extension Project”) which is located on the Kootenay River between Castlegar and Nelson, B.C.; and B. Unit No. 3 at Corra Linn will be taken out of service during the Summer and Fall of 1999 and will undergo a general overhaul of all unit components, which will replace 66 year old equipment with new components and will undertake other improvements and enhancements; and C. The estimated cost of the Life Extension Project is $7,700,000 and was included in WKPs 1998 to 2003 Capital Plan that was part of the 1998 Annual Review; and D. The Commission has reviewed the costs, timing and justification for the Life Extension Project and finds that it should be approved. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 45 of the Act, a CPCN is granted to WKP to proceed with the Life Extension Project for a total estimated cost of $7,700,000. 2. WKP is to file with the Commission an accounting or final project report and summary on completion of the Life Extension Project.
