Commission Order No. G-26-91 directed BC Gas Utility Ltd. (“BC Gas”) to conduct a competitive bidding process for the supply of liquid propane to its underground propane grid system in the City of Revelstoke for future contract years commencing September 1, 1991; and B. The Commission, by Order No. E-6-99, approved for BC Gas an extension to the propane supply agreement with Link Petroleum Services Ltd. (“Link Petroleum”) covering the period September 1, 1998 to August 31, 1999 with a variable pricing option and a price cap of $0.14825 per litre; and C. In 1999 the Commission asked BC Gas to provide information for the 1999/00 Revelstoke Propane Agreement that would identify four pricing options along with its best recommendation. BC Gas filed the requested information and an application dated May 12, 1999; and D. On May 25, 1999, BC Gas filed additional information in support of the 100 percent variable pricing option with a price cap of $0.1695 per litre; and E. The Commission has considered the Agreement between BC Gas and Link Petroleum and is satisfied that it should be approved and accepted for filing. . . ./2
2 NOW THEREFORE pursuant to Section 71 of the Utilities Commission Act and the Rules, the Commission orders as follows: 1. The Commission accepts for filing the Agreement between BC Gas and Link Petroleum, which is priced at 100 percent variable with a price cap of $0.1695 per litre, covering the supply of liquid propane to the Revelstoke grid system for the period September 1, 1999 to August 31, 2000, subject to the timely filing of a fully executed contract by BC Gas. Within this option BC Gas will have the option to fix 30 percent of the forecasted Revelstoke propane requirements before September 1, 1999. 2. BC Gas is directed to file, not less than 140 days prior to August 31, 2000, a contract extension to the Link Petroleum Agreement, if it wishes to have it remain in place after August 31, 2000.
