Ostergaard, Chair ) B.L. Clemenhagen, Commissioner ) K.L. Hall, Commissioner ) May 13, 1999 F.C. Leighton, Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On April 9, 1999, West Kootenay Power Ltd. (“WKP”) applied to the Commission for a Certificate of Public Convenience and Necessity (“CPCN”) for approval to reinforce and reconductor its distribution facilities to service the Big White Ski Resort near Kelowna, B.C.; and B. The project is required to improve the voltage levels and service an increasing load; and C. The project is estimated to cost $1,523,000 and will consist of reconductoring two sections of the existing feeder from the Joe Riche substation at 25 kV, installing voltage regulators, an oil circuit-recloser, and the use of armoured cable in sections where there is high exposure to snow and wind conditions. WKP has advised the Commission that the reconductoring will be along the existing rights-of-way in utility corridors which are located within unpopulated Crown lands; and D. On April 30, 1999, WKP provided the Commission with additional information and background for the project including a comparison of options; and E. The Commission has reviewed the costs, timing and justification for the project and finds it should be approved. .../2
2 NOW THEREFORE the Commission approves, pursuant to Section 45 of the Utilities Commission Act, the issuance of a CPCN to WKP to proceed with the reconductoring of its distribution facilities to serve the Big White Ski Resort and Village for a total estimated cost of $1,523,000.
