Barr, Deputy Chair ) B.L. Clemenhagen, Commissioner ) July 8, 1999 F.C. Leighton, Commissioner ) O R D E R WHEREAS: A. On June 11, 1999, British Columbia Hydro and Power Authority (“B.C. Hydro”) applied to the Commission for approval of its Reliability Management System (“RMS”) as a means of maintaining system reliability throughout the Western Interconnection with other members of the Western Systems Coordinating Council (“WSCC”); and B. The RMS embodies existing WSCC criteria and standards already in place in the province, and B.C. Hydro as a transmission operator, would agree by contract with the WSCC to comply with WSCC’s reliability criteria. On June 16, 1999 B.C. Hydro filed a business review letter issued by the U.S. Department of Justice in support of WSCC’s RMS standards; and C. On June 29, 1999, B.C. Hydro filed responses to Commission staff information requests on RMS; and D. The Commission has reviewed the Application and information supplied in support of RMS and finds that the RMS application is required to be approved. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 38 and 23 of the Utilities Commission Act, the Commission approves the terms and conditions of the proposed RMS and implementation procedure contemplated by the WSCC and contained in B.C. Hydro’s application. 2. B.C. Hydro is to file in a timely fashion an executed copy of the completed Agreements with the WSCC with the Commission.
