(“WKP”) applied to the Commission for a Certificate of Public Convenience and Necessity (“CPCN”) to upgrade its Subtransmission System with a new 63 kV circuit through the City of Penticton (“the City”) and for related substation modifications at the R.G. Anderson Terminal Station and at several substations in and around the City (“the Penticton Project”, “the Application”), pursuant to Section 45 of the Utilities Commission Act; and B. The Penticton Project is estimated to cost approximately $2,900,000 and will require the existing 63 kV line through the City to be rebuilt to include a second circuit and is required to be completed by April 2000; and C. The Commission has reviewed the application for the Penticton Project and finds that a Regulatory Timetable and public hearing process is required to be established. NOW THEREFORE the Commission orders as follows: 1. A Regulatory Agenda and Timetable into WKP’s Penticton Project is attached as Appendix A to this Order. 2. A public hearing into the Penticton Project is scheduled to commence at 9:00 a.m. on Monday, September 20, 1999 at the Penticton Inn and Conference Centre, 333 Martin Street, Penticton, B.C. …/2

A Town Hall Meeting will be held at 7:00 p.m. on August 24, 1999 at the Penticton Inn and Conference Centre. A Workshop will be held on August 25, 1999 at 8:30 a.m. at the same location. 4. A Notice of Public Hearing, Town Hall Meeting and Workshop is attached as Appendix B to this Order. WKP is required to publish the Notice, as soon as possible, in the Vancouver Sun and Province and in local newspapers in the affected service area, in order to adequately notify its customers. A copy of the Order is required to be sent to intervenors and interested parties in recent WKP proceedings. 5. The Application and supporting information is to be made available for inspection at the Head Office of WKP, 1290 Esplanade Street, Trail, B.C. V1R 4L4, and at its District Offices in Kelowna, Penticton and Oliver. The Application and supporting information are also available for inspection at the office of the B.C. Utilities Commission, 6 th Floor – 900 Howe Street, Vancouver, B.C. V6Z 2N3. 6. WKP is to distribute copies of the Application and any supplemental and/or supporting information to Registered Intervenors. A copy of Order No. G-74-99 will be sent by the Commission to all parties registering with the Commission. 7. Registered Intervenors and Interested Parties intending to make requests for additional information, or to participate in the Workshop or Public Hearing, are to follow the Regulatory Agenda and Timetable set out in Appendix A to this Order. 8. All parties intending to apply for Participant Assistance must file a budget by Friday, September 3, 1999. The proposed upgrade consists of: • the addition of a 63 kV line termination at the R.G. Anderson Terminal Station; • a double circuit 63 kV line to replace the existing single circuit line between R.G. Anderson Terminal Station and Huth Substation; • reconnect Line 49 to the new line, connect the existing 53 line to the existing 41 line, and connect the existing 52 line to the existing 42 line; • dismantle portions of Huth Substation and install remote controlled load break switches on Lines 52, 53, 41 and 42. The total estimated cost of the project is approximately $2,900,000 and is required to be completed by April 2000.
