Ostergaard, Chair L.R. Barr, Deputy Chair P.G. Bradley, Commissioner CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On December 22, 1999, West Kootenay Power Ltd. (“WKP”) applied to the Commission for a Certificate of Public Convenience and Necessity (“CPCN”) to replace the Completely Self Protected (“CSP”) transformers due to a safety hazard, pursuant to Section 45 of the Utilities Commission Act (“the Act”); and B. The CSP transformers, numbering about 700 in the WKP system, were identified as an Extraordinary Capital Expenditure in the 2000 to 2002 Preliminary Revenue Requirement Application that was approved by a Negotiated Settlement and Commission Order No. G-134-99; and C. The Commission has determined that the expenditures for the year 2000 to replace the CSP transformers are in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission approves the issuance of a CPCN to WKP for the replacement of the CSP transformers, in the amount of $1.65 million, pursuant to Section 45 of the Act. 2. WKP is to file a final report with the Commission on the replacement of the CSP transformers within three months of project completion.
