Ostergaard, Chair ) L.R. Barr, Deputy Chair ) October 7, 1999 B.L. Clemenhagen, Commissioner ) O R D E R WHEREAS: A. On September 28, 1999, Centra Gas British Columbia Inc. (“Centra Gas”) filed with the Commission a Gas Transaction Confirmation Agreement (signed September 24, 1999) that extends a January 1, 1997 Natural Gas Purchase Agreement and pricing terms for baseload gas supplies with Petro Canada Oil and Gas (“Petro Canada”) to October 31, 2000 in accordance with its 1999/2000 Gas Contracting Plan; and B. The filing by Centra Gas requests approval for the acquisition of additional gas supplies from Petro Canada that are required to replace the lost gas supply from Apollo Gas Inc., a marketer who will no longer be supplying gas to Centra Gas customers. The Gas Transaction Confirmation Agreement, based on the Master Agreement (signed September 23, 1999), commences November 1, 1999 and ends November 1, 2000 and is for new baseload supplies at 100 percent load factor. Petro Canada has agreed to assign to Centra Gas, for the term of the transaction, the appropriate amount of Westcoast Energy Inc. (“WEI”) Transportation South capacity to effect the delivery of the daily quantity from WEI Station 2 to the Huntingdon delivery point; and C. The Commission has reviewed the Centra Gas filing and is satisfied that the Agreements are in the public interest. NOW THEREFORE pursuant to Section 71 of the Utilities Commission Act and the Rules for Energy Supply Contracts, the Commission accepts for filing for Centra Gas the following natural gas supply agreements: …/2
2 1. The September 24, 1999 Gas Transaction Confirmation Agreement for pricing provisions with Petro Canada for up to 4,950 GJ per day for the period November 1, 1999 to October 31, 2000. 2. The Gas Transaction Confirmation Agreement with Petro Canada for delivery of 1,050 GJ per day of baseload gas supply from November 1, 1999 to November 1, 2000. 3. The Commission accepts Centra Gas’ request to maintain the Agreements as confidential.
