On September 16, 1999, Princeton Light and Power Company, Limited (“PLP”) applied for a Certificate of Public Convenience and Necessity (“CPCN”) to construct a 138/12.6 kV substation 4 kilometers north of Princeton, B.C., which would allow PLP to switch from West Kootenay Power Ltd. (“WKP”) service to British Columbia Hydro and Power Authority (“B.C. Hydro”) service; and B. On September 24, 1999, Commission staff requested information from PLP concerning its proposed project; and C. Responses to the Commissions requests were received from PLP on September 28, 1999; and D. On September 24, 1999, Commission staff invited comments from B.C. Hydro and WKP on PLPs Application and its information responses; and E. Both B.C. Hydro and WKP replied on October 22, 1999. PLP provided further comment on October 25, 1999; and F. The Commission has considered all the information before it. .../2
2 NOW THEREFORE the Commission orders as follows: 1. A Workshop and Pre-hearing Conference into PLPs application for a CPCN to build a substation to connect to B.C. Hydro will be held at the Royal Canadian Legion Hall, 170 Bridge Street, Princeton, on Thursday, November 18, 1999, beginning at 10:00 a.m. 2. PLP is directed to publish the Notice of the Workshop and Pre-hearing Conference in the Similkameen News Leader and the Similkameen Spotlight newspapers, as soon as possible (the Notice to be published is attached as Appendix A to this Order). 3. Subsequent regulatory steps related to PLPs application will be the subject of a future Commission Order. THE REGULATORY PROCESS Princeton Light and Power Company, Limited (“PLP”) has applied for a Certificate of Public Convenience and Necessity (“CPCN”) to build a 138/12.6 kV substation 4 kilometers north of Princeton, B.C. (“the Application”). PLP requires the substation to create a direct connection between the PLP distribution system and the British Columbia Hydro and Power Authority (“B.C. Hydro”) transmission system through B.C. Hydro's 138 kV line from the Nicola substation near Merritt to Princeton. With this connection, PLP would be in a position to leave West Kootenay Power Ltd. service on October 30, 2000. The project is estimated to cost $1.75 million. The British Columbia Utilities Commission wishes to ensure that all parties affected by PLPs proposal have had an opportunity to fully understand the Application and its implications. At the same time, the Commission wishes to hear from affected parties before determining the level of public process that is necessary for the disposition of this Application. PARTICIPATION IN THE WORKSHOP AND PRE-HEARING CONFERENCE Those customers or persons wishing to participate in the workshop and pre-hearing conference are to advise the Commission Secretary in writing by Monday, November 15, 1999, of their intention to become Intervenors or Interested Parties. Registered Intervenors who actively participate in the proceedings will receive copies of all submissions, correspondence and filed documentation. Interested Parties who register with the Commission will receive a copy of all Orders issued, as well as the Commissions Decision.
