On September 10, 1999, British Columbia Hydro and Power Authority (“B.C. Hydro”) applied to the Commission for approval to amend the calculation of the energy rates charged to Special Contract customers in Rate Zone II, and to Independent Power Producers (“IPPs”) commencing June 1, 1999; and B. B.C. Hydro proposed to simplify the calculation of the energy component in the standard rate calculation and to exclude standby station costs for diesel plants located at Bella Bella and Sandspit for Rate Zone II Special Contract customers, in order to recognize that standby costs are generally incurred to provide back-up/standby service for IPPs in Rate Zone II; and C. The Commission has reviewed the B.C. Hydro application and finds that it should be approved. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for B.C. Hydro its September 10, 1999 application to amend Electric Tariff Page B-36 relating to the calculation of the energy component for Special Contract customers and IPP customers, effective June 1, 1999. 2. B.C. Hydro is to advise all affected Special Contract customers and IPP customers in Rate Zone II. 3. The Commission will accept, subject to timely filing, amended contracts for its Zone II Special Contract customers to incorporate the changes approved by this Order.
