Ostergaard, Chair ) L.R. Barr, Deputy Chair ) January 27, 2000 O R D E R WHEREAS: A. On December 3, 1999, West Kootenay Power Ltd. (“WKP”) applied to the Commission for approval to participate in the Western Systems Coordinating Councils (“WSCC”) Reliability Management System (“RMS”) as a means of maintaining system reliability throughout the Western Interconnection along with other members of the WSCC; and B. The WKP RMS embodies existing WSCC criteria and standards already in place in the province, with British Columbia Hydro and Power Authority (“B.C. Hydro”) as a control area operator. The Commission approved B.C. Hydros RMS by Order No. G-73-99; and C. On January 15, 2000, B.C. Hydro indicated its support for WKPs RMS application and its participation in the WSCCs RMS; and D. The Commission has reviewed the application and information supplied in support of the RMS and finds that the WKP RMS application is required to be approved. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Sections 38 and 23 of the Utilities Commission Act, the Commission approves WKPs participation in the WSCC Reliability Management System and execution of the Agreements attached to the WKP RMS application filed with the Commission on December 3, 1999. 2. WKP is to file with the Commission, in a timely fashion, an executed copy of the completed Agreements with the WSCC.
