BEFORE: P. Ostergaard, Chair ) L.R. Barr, Deputy Chair ) January 27, 2000 O R D E R WHEREAS: A. On May 20, 1999, British Columbia Hydro and Power Authority (“B.C. Hydro”) applied to the Commission to extend service to Meziadin Lake and to finance the customers capital contribution by way of a surcharge estimated to be 15.6 cents/kWh over existing rates which will remain in place until such time as the communitys share of the capital and financing charges are repaid; and B. The Commission, by Order No. G-61-99, approved B.C. Hydros application to extend service to Meziadin Lake and to collect a surcharge from customers; and C. On January 17, 2000, pursuant to Section 61(1) of the Utilities Commission Act (“the Act”), B.C. Hydro advised the Commission that the line to Meziadin Lake was completed and would be energized in mid January 2000. B.C. Hydro applied to the Commission for approval to charge customers a surcharge of 15.6 cents/kWh based on the projected construction costs commencing with integrated service; and D. The Commission has reviewed the application and finds that collection of an interim surcharge from customers connected to the Meziadin Lake distribution line is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for B.C. Hydro, pursuant to Section 61(1) of the Act, the collection of an interim surcharge of 15.6 cents/kWh from customers connected to the Meziadin Lake distribution line effective from the date the line was energized and service commenced. . . ./2

The collection of the 15.6 cents/kWh interim surcharge will remain in effect until such time as the final surcharge calculation has been completed and consultations held with Meziadin Lake customers regarding the amounts and duration of the final surcharge. B.C. Hydro is to provide customers with an appropriate information notice. 3. B.C. Hydro is to provide the Commission with an Electric Tariff rate schedule authorizing the collection of the interim surcharge in accordance with the approval given by this Order.
