On September 2, 1999, the Commission issued its Decision (Order No. G-88-99) and its Bypass Rate Guidelines for British Columbia Hydro and Power Authority (“B.C. Hydro”); and B. On April 17, 2000, B.C. Hydro applied to the Commission for approval of an April 2000 Special Electric Service Agreement for a Bypass Rate with Canadian Forest Products Ltd.’s Chetwynd Division (“CFP Chetwynd”), effective August 1, 2000, in accordance with the Bypass Rate Guidelines; and C. The Special Electric Service Agreement with CFP Chetwynd is identified as Tariff Supplement No. 53 and is to be in effect for a period of 20 years, from August 1, 2000 to July 31, 2020, and will be billed at the Bypass Rate of Rate Schedule 1821 plus a Rider Charge of $9,141.08 per monthly billing that is equivalent to the customer’s cost of bypass; and D. The Commission has reviewed the application and finds that it should be approved. NOW THEREFORE the Commission approves for B.C. Hydro its April 2000 Special Electric Service Agreement, Tariff Supplement No. 53 with CFP Chetwynd for a Bypass Rate at the equivalent of Rate Schedule 1821 plus a monthly rider of $9,141.08 for a period of 20 years, effective August 1, 2000.
