On July 24, 2000, British Columbia Hydro and Power Authority (“B.C. Hydro”) applied to the Commission for approval of an amendment to its Reliability Management System (“RMS”) and specifically for approval of the First Amendment entered into as of July 1, 2000 (the “First Amendment”) to the Western Systems Coordinating Council’s (“WSCC”) Reliability Criteria Agreement – Canadian Language Version (“RCA Agreement”) that was previously approved by Commission Order No. G-73-99; and B. The current Disturbance Control Standard (“DCS”) of ten minutes in the RCA Agreement did not provide sufficient time for system operators to analyze conditions and respond to disturbances. The First Amendment provides a DCS of fifteen minutes, which will allow the WSCC to be consistent with the North American Electric Reliability Council (“NERC”) DCS standard, effective July 1, 2000; and C. West Kootenay Power Ltd. (“WKP”) is also a signatory utility to the WSCC’s RCA Agreement and is also required to adopt the same fifteen minute recovery DCS. The Commission approved the original WKP RCA Agreement by Order No. G-9-00; and D. The Commission has reviewed the application and finds that the First Amendment to the WSCC’s RCA Agreement is required to be approved. . . ./2
2 NOW THEREFORE the Commission approves for B.C. Hydro and WKP the First Amendment to the WSCC’s RCA Agreement, pursuant to Sections 38 and 23 of the Utilities Commission Act, effective July 1, 2000.
