Ostergaard, Chair ) L.R. Barr, Deputy Chair ) B.L. Clemenhagen, Commissioner ) July 20, 2000 K.L. Hall, Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On June 27, 2000, Centra Gas Whistler Inc. (“Centra Whistler”) applied to the Commission for approval to construct and operate 7 km of pipeline looping from Blueberry Drive to the South Plant at Whistler, B.C., and to replace two vapourizers with one larger vapourizer at the South Plant, pursuant to Section 45 of the Utilities Commission Act (“the Act”); and B. The pipeline looping and the larger vapourizer at Centra Whistlers South Plant are required to meet its projected growth and demand forecast for the 2000/01 heating season and are estimated to cost $2,153,000; and C. On July 17 and 18, 2000, Centra Whistler responded to Commission staff information requests and substantiated its requirements for additional propane distribution facilities; and D. On July 20, 2000, the Resort Municipality of Whistler confirmed that it did not oppose the proposed application to construct new propane facilities by Centra Whistler; and E. The Commission has considered the Centra Whistler application and has determined that approval is in the public interest. .../2
2 NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 45 of the Act, a Certificate of Public Convenience and Necessity is issued to Centra Whistler to construct and operate 7 km of new pipeline from Blueberry Drive to the Whistler South Plant and to install a new larger vapourizer at the Whistler South Plant for a total estimated cost of $2,153,000. 2. Centra Whistler is to file quarterly project cost reports with the Commission as well as a final report that includes an analysis of actual costs compared to estimate, upon completion of the project.
