On September 7, 2000, the Commission approved for Plateau Pipe Line Ltd. (“Plateau”) the current tolls on the Taylor to Prince George and Taylor to Kamloops crude oil pipelines as interim, effective with deliveries from September 7, 2000. The Commission required Plateau to file an application for permanent tolls by October 31, 2000 to be effective September 7, 2000 for deliveries from Taylor to Prince George. The application was to address the tolls for the Taylor to Kamloops segment and the treatment of the 2000 incentive tolling mechanism as approved by Commission Order No. P-3-00; and B. On October 30, 2000 counsel for Plateau and Pembina Pipeline Corporation (“Pembina”) applied to the Commission for an amendment to Order No. P-6-00 postponing the requirement to file a permanent toll application for the Taylor to Prince George segment of the line to November 30, 2000; and C. Plateau informed the Commission that its application to extend the permanent toll filing deadline was sent to all shippers; and D. The Commission received submissions from Husky Oil and Chevron Canada Resources identifying concerns with the Plateau application; and E. The Commission has reviewed the application and finds that an extension to the toll filing deadline is reasonable and should be approved. …/2

The application by Plateau to extend the filing deadline for its application for permanent tolls on the Taylor to Prince George and Prince George to Kamloops pipeline from October 31, 2000 to November 30, 2000, is approved. 2. The Commission instructs Commission staff to meet with Plateau, the British Columbia Oil and Gas Commission and shippers on the Taylor to Kamloops pipeline to resolve issues, including: safety and reliability concerns of Plateau; any required pipeline upgrades; other cost considerations including insurance for line breaks; possible tolling options; and timing for reopening the pipeline south of Prince George. 3. Plateau is to provide an initial report on these matters to all affected parties by November 17, 2000. 4. Commission staff are to report back to the Commission by November 30, 2000 on the above issues. 5. Plateau is to provide a copy of this Order to all customers and shippers using the Taylor to Kamloops pipeline.
