Nicholls, Commissioner ) O R D E R WHEREAS: A. On October 28, 1999, British Columbia Hydro and Power Authority (“B.C. Hydro”) applied to the Commission, pursuant to Sections 58 and 61 of the Utilities Commission Act (“the Act”), for approval of a new Electric Tariff, Rate Schedule 1267-General Service, Time-of-Use (“TOU”) Rate as a pilot program effective from the date of Commission approval to March 31, 2001; and B. The TOU pilot program was proposed to be available to the first 500 customers who applied for service before April 1, 2000 and who were presently taking service under Rate Schedules 1200, 1201, 1211, 1277 or 1278, at 35 kW and over, and who executed a TOU Agreement with B.C. Hydro identified as Tariff Supplement No. 50; and C. By Order No. G-117-99 the Commission approved the TOU pilot program application covering the period November 5, 1999 to March 31, 2001, identified as Rate Schedule 1267-General Service, TOU Rate, to be made available to the first 500 customers who applied for service prior to April 1, 2000 and who were presently taking service under a General Service rate schedule at 35 kW and over; and D. On October 23, 2000, B.C. Hydro applied to the Commission for approval of amendments to the TOU pilot program by allowing a seven-month extension to the TOU pilot program. During the extension period, all other terms and conditions such as the available pricing options and bill assurance guarantee would remain as previously approved; and E. B.C. Hydro also requested that the Commission approve an amendment to Rate Schedule 1267 reflecting 505 as the actual number of customers subscribed and participating in the pilot program rather than 500 as previously approved; and F. B.C. Hydro proposed to advise each customer of the extension of the TOU pilot program and the new expiry date, while at the same time offer any customer who chooses to do so the opportunity of terminating their enrollment in the pilot program as of the originally scheduled expiry date. . . . /2
2 NOW THEREFORE the Commission orders as follows: 1. The Commission approves for B.C. Hydro a seven-month extension to the TOU pilot program from March 31, 2001 to October 31, 2001. 2. Rate Schedule 1267 General Service TOU Rate is amended to reflect that service under the pilot program will be to the first 505 customers who have applied before April 1, 2000 and at the time of their application were being served under Rate Schedules 1200, 1211, 1277, or 1278 at 35 kW and over, and who have executed a TOU Agreement with B.C. Hydro, identified as Tariff Supplement No. 50. 3. B.C. Hydro is required to file with the Commission an Evaluation Report on the TOU pilot program no later than December 31, 2001. In the Evaluation Report, B.C. Hydro is to respond to the questions listed in Appendix A of Order No. G-117-99 and, in addition, identify the cost of the extension to B.C. Hydro or its customers as well as detail the impact of extension of the pilot program. 4. B.C. Hydro is to provide the Commission with copies of notices sent to customers served under the TOU pilot program concerning the amendments approved by this Order.
