Ostergaard, Chair ) L.R. Barr, Deputy Chair ) January 6, 2000 P.G. Bradley, Commissioner ) O R D E R WHEREAS: A. On December 10, 1999, West Kootenay Power Ltd. (“WKP”) applied to the Commission for approval of a new Load Shifting Program contained in Rate Schedule 90 – Energy Management Service; and B. The Load Shifting Program is to be directed at electric heat customers in multi-unit housing and all electric heat customers at the Big White Ski Resort where WKP has peak load constraint conditions. The program is intended to commence immediately and will terminate on December 31, 2001; and C. The program will demonstrate such technologies as Electric Thermal Storage and Domestic Hot Water Controllers. WKP has committed to pay for the full cost of the technologies for the demonstration program with customers sharing 50 percent of the savings with WKP for the first 8 years; and D. The Commission has reviewed the Load Shifting Program and finds that it should be approved. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for WKP the December 10, 1999 Load Shifting Program and amendments to Rate Schedule 90 – Energy Management Service for the period ending December 31, 2001. 2. WKP is to provide affected customers with information on the availability of the Load Shifting Program.
