Ostergaard, Chair ) B.L. Clemenhagen, Commissioner ) December 20, 2000 K.L. Hall, Commissioner ) N. Nicholls, Commissioner ) O R D E R WHEREAS: A. On December 12, 2000, BC Gas Utility Ltd. (“BC Gas”) applied for an increase of $2.520/GJ in Revelstoke customer rates, an increase in the reference price applicable in the Revelstoke Propane Cost Deferral Account from $0.2222/litre to $0.2845/litre, and a three-year amortization of the Revelstoke Propane Cost Deferral Account, effective January 1, 2001; and B. The increase in the reference price, along with the rate changes, will result in a rate increase of 19.6 percent for Residential customers, 25.6 percent for Small Commercial customers, and 24.9 percent for Large Commercial customers; and C. The Commission has reviewed the Application and finds that approval is required. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for BC Gas, pursuant to Section 61(4) of the Utilities Commission Act, an increase of $2.520/GJ in Revelstoke customer rates and an increase in the reference price applicable to the Revelstoke Propane Cost Deferral Account, from $0.2222/litre to $0.2845/litre, effective January 1, 2001. 2. BC Gas is to file, by June 5, 2001 a report on actual propane prices and costs for 2001 year to date, compared to forecast, price expectations for the remainder of the year, impact on the Propane Cost Deferral Account, and any rate changes proposed. The report should also discuss the effect of current and proposed rates on propane gas sales. 3. BC Gas is to provide all affected customers with a bill insert notice of the rate changes, and is to provide Commission staff with its communication plan and bill insert related to the rate increase prior to its release.
