Ostergaard, Chair ) L.R. Barr, Deputy Chair ) B.L. Clemenhagen, Commissioner ) June 29, 2000 N.F. Nicholls, Commissioner ) O R D E R WHEREAS: A. On May 17, 2000, Princeton Light and Power Company, Limited (“PLP”) applied to the Commission to establish a rate base deferral account for expenditures related to the PASS Energy Management Project; and B. The PASS Energy Management Project includes expenditures related to Electric Thermal Storage (“ETS”) technology, as well as customer education, general advertising, and various other energy management programs; and C. PLP estimates total expenditures related to the PASS Energy Management Project at $337,558 for the fiscal years ending March 31, 2000, 2001, and 2002; and D. PLP estimates ETS-related expenditures at approximately 50-60 percent of total PASS Energy Management Project expenditures; and E. PLP proposes to expense 20 percent of PASS Energy Management Project costs in its cost of service in the years in which they are incurred and to place the remaining expenditures into a rate base deferral account with amortization of the costs over the five years immediately subsequent to the transfer. . . ./2
2 NOW THEREFORE the Commission orders as follows: 1. The Commission approves for PLP its budgeted PASS Energy Management Project expenditures of $337,558 for the fiscal years ending March 31, 2000, 2001, and 2002. 2. The Commission approves for PLP its application to establish a deferral account for 80 percent of the above expenditures and to amortize the balance on a straight-line basis over the five years immediately subsequent to the transfer. 3. PLP is to file a report related to PASS Energy Management Project activities on March 31, 2001 and again on March 31, 2002. 4. PLP is required to obtain Commission approval of additional PASS Energy Management Project expenditures incurred after March 31, 2002.
