Transmission Access Application Re: West Kootenay Power Ltd. (“WKP”) _____Transmission Extension Policy____ WKP filed its draft Transmission Extension Policy on December 22, 1999 in response to a direction in the Commissions Transmission Access Decision and Order. The Commission declined to approve the tariff and, in Letter No. L-3-00, directed WKP to clarify the system extension and reinforcement provisions of the policy. WKP filed revised copies of the policy (Tariff Sheets 49.7 and 49.8) on February 29, 2000. The Commission circulated the revised policy to interested parties for comment on March 9, 2000. The City of Kelowna responded and requested further clarification on the sections of the tariff dealing with system reinforcements and costs. By letter dated April 4, 2000, the Commission forwarded the request to WKP for comment. WKP has replied by letter dated April 26, 2000 (attached) indicating that it believes that the tariff requires no further revision. The Commission wishes to receive any further comments of interested parties on the WKP Transmission Extension Policy and the April 26 letter.
