Nicholls, Commissioner ) O R D E R WHEREAS: A. The Commission, by Letter No. L-11-00, confirmed with British Columbia Hydro and Power Authority (“B.C. Hydro”) that it should proceed to file an Application on wholesale access principles by September 29, 2000; and B. On September 29, 2000, B.C. Hydro filed its application for Access Principles for Public, Municipal and Other Utilities (“the Application”), identified as Tariff Supplement No. 55, for Commission approval; and C. The Commission has reviewed the Application and finds that a Regulatory Agenda for a written public hearing needs to be established. NOW THEREFORE the Commission orders as follows: 1. The Commission refers the Application for a written public hearing pursuant to the Regulatory Agenda attached as Appendix A to this Order. 2. B.C. Hydro is to provide a copy of this Order and the Application to all other British Columbia electrical utilities, Rate Schedule 1821 customers, and other potential interested parties such as the Consumers’ Association of Canada (B.C. Branch) et al., and the Joint Industry Electricity Steering Committee. . . ./2

Persons wishing to participate in the written hearing should register, in writing, as Intervenors with the Commission, by November 10, 2000, with a copy to B.C. Hydro. B.C. Hydro is to provide a copy of the Application and this Order to all Intervenors who have not previously received the filed documentation. The Commission will provide the Intervenors List to all Intervenors and B.C. Hydro following the registration date. 4. Information requests must be filed with B.C. Hydro, Intervenors, and the Commission by November 17, 2000. 5. B.C. Hydro must respond to all information requests by December 1, 2000, and send copies of its responses to the Commission and all Intervenors. 6. Intervenors may submit written submissions on the Application to the Commission, B.C. Hydro and all other Intervenors by December 8, 2000. 7. B.C. Hydro must respond to the written submissions by December 22, 2000, and send copies of its responses to the Commission and all Intervenors. 8.
