V1R 4N7 Dear Mr. Hobbs: Re: West Kootenay Power Ltd. _Transmission Extension Policy_ WKP filed revised copies of its draft Transmission Extension Policy (Tariff Sheets 49.7 and 49.8) on February 29, 2000. Following a round of comment and reply by WKP, the Commission circulated the revised policy to Interested Parties for further comment on May 15, 2000. Comments (attached) received from Princeton Light and Power Company, Limited (“PLP”) and Nelson Hydro (“Nelson”) indicated that parties remain concerned about WKPs proposed policy, particularly with respect to municipal utilities. The Commission has reviewed the submissions by the parties and has concluded that it is not prepared to approve the proposed Tariff without further revision to address the concerns raised by PLP and Nelson. While the Commission would be prepared to approve WKPs proposed Tariff with respect to new extensions, it finds that the provisions for system reinforcements require further modifications to address potential inequities around costs resulting from gradual load growth of distribution utilities served at transmission voltage versus distribution level voltage.
