On May 9, 2001, West Kootenay Power Ltd. (“WKP”) applied to the Commission for a Certificate of Public Convenience and Necessity (“CPCN”) for approval to construct a Consolidated Operations Centre in Kelowna, B.C. pursuant to Sections 45 and 46 of the Utilities Commission Act (“the Act”); and B. The Benvoulin Road Consolidated Operations Centre will accommodate staff from the Benvoulin, Richter Street and Powick Road sites and will include planning, operations, maintenance, materials handling and deployment requirements out of a single operations site; and C. The project is estimated to cost $3,458,450 and was included as a line item in WKP’s 2001 Revenue Requirements and Annual Review information filed on December 19, 2000; and D. On June 29, 2001, WKP responded to a Commission staff information request and provided a cost/benefit analysis for the preferred option and alternatives; and E. The Commission has reviewed the costs, timing and justification for the Consolidated Operations Centre project and finds that it should be approved. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 45 of the Act, the Commission approves the issuance of a CPCN for WKP for the Consolidated Operations Centre at the Benvoulin Road location in Kelowna, B.C. with an estimated cost of $3,458,450. . . . /2
2 2. WKP is to provide the Commission with a final report and summary of actual costs for the project within six months of its completion.
