Ostergaard, Chair ) B.L. Clemenhagen, Commissioner ) October 11, 2001 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On August 29, 2001, West Kootenay Power Ltd. (“WKP”) applied to the Commission for a Certificate of Public Convenience and Necessity (“CPCN”) to install a substation in The Corporation of the Village of Slocan (“the Village”), pursuant to Sections 45 and 46 of the Utilities Commission Act (“the Act”); and B. The existing substation capacity in the Village has become overloaded as a result of customer growth and the addition of new industrial load. A new substation is required to be built on a new site at an estimated cost of $1,130,000, with an in-service date of December 31, 2001; and C. On August 8, 2001, WKP briefed the Mayor and Council of the Village on the proposed substation and subsequently held a public information session for the Village on August 23, 2001. No participants expressed opposition to the project; and D. On October 1, 2001, WKP responded to a Commission information request and, on October 10, 2001, WKP supplied additional information with regard to the public consultation process; and E. The Commission is satisfied that WKP has given the public and the local government adequate information about the project; and F. The Commission has reviewed the costs, timing of and justification for the project and finds that it should be approved. .../2
2 NOW THEREFORE the Commission orders as follows: 1. The Commission grants, pursuant to Section 45 of the Act, a CPCN to WKP to build a new substation on a new site in the Village at an estimated cost of $1,130,000, with an in-service date of December 31, 2001. 2. WKP is to provide the Commission with a final report and summary of actual costs on completion of the project.
