(“UNC”) (formerly known as West Kootenay Power Ltd.) Electromagnetic Field (EMF) Profiles for the 230 kV Line Through Ootischenia This is in response to your e-mails of October 29, October 31, and November 27, 2001. You have requested EMF profiles for the proposed 230 kV line to a level of 0.5 milligauss or an explanation why the Commission does not consider it necessary to order WKP to provide you with this information. The Commission does not have EMF profiles of 0.5 milligauss and understands that they have never been produced by UNC. The Commission does not consider it necessary to order UNC to produce these profiles; however, the Commission has requested UNC to provide EMF profiles for its final line proposal to the edge of the right-of-way and at the nearest residences. This information will assist you in determining the EMF levels at any point from the proposed transmission line to the nearest residences. That information can also be compared with the EMF levels from existing lines. The Commission believes that this information is sufficient to evaluate UNCs proposed final alignment through Ootischenia in terms of cost, landowner impact and prudent avoidance of EMF as discussed in the Commissions decision of October 25, 2001.
