V6B 5R3 Dear Mr. Aldeguer: Re: British Columbia Hydro and Power Authority Power Outages of December 13, 14 and 15, 2001 The recent power outages on December 13, 14, and 15, 2001 were extensive and many customers were without electrical services for extended periods of time. The Commission wishes to understand the circumstances which led to the outages and if B.C. Hydro responded to restore services as quickly as possible. Therefore, B.C. Hydro is directed to prepare a detailed assessment report on the outages. In particular, please describe the extent of the distribution outages in the Lower Mainland, the primary causes, and the resources B.C. Hydro employed to repair the distribution system. Please also comment on the length of time taken to restore the system and possible methods of improving the restoration times. Did B.C. Hydro request assistance from other utilities or contractors to minimize outage times? With regard to the transmission outages to Vancouver Island please describe if any prolonged or permanent loss of supply capacity occurred to Vancouver Island, and the possible need for remedial action schemes or other solutions to prevent a loss of Island generation in the future.
