Ostergaard, Chair P.G. Bradley, Commissioner B.L. Clemenhagen, Commissioner K.L. Hall, Commissioner N.F. Nicholls, Commissioner CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On February 28, 2001, West Kootenay Power Ltd. (“WKP”) applied to the Commission for a Certificate of Public Convenience and Necessity (“CPCN”) for approval to upgrade its Powerhouse Crane at the Upper Bonnington hydroelectric generating station, which is located on the Kootenay River between Castlegar and Nelson, B.C.; and B. The project is estimated to cost $430,000 and will upgrade the controls, motors and brakes of the existing crane. The project was designated an extraordinary capital project in WKP’s approved 2000-2002 Revenue Requirements; and C. The Commission has reviewed the costs, timing and justification for the Upper Bonnington Powerhouse Crane upgrade and finds that it should be approved. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 45 of the Act, a CPCN is issued to WKP to proceed with the Powerhouse Crane upgrade at the Upper Bonnington hydroelectric generating station for a total estimated cost of $430,000. 2. WKP is to file with the Commission a final project report and cost summary on completion of the project.
