Ostergaard, Chair ) R.D. Deane, Commissioner ) October 24, 2002 K.L. Hall, Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On May 13, 1999, the Commission issued Certificate of Public Convenience and Necessity (“CPCN”) Order No. C-8-99 to West Kootenay Power Ltd., now known as Aquila Networks Canada (British Columbia) Ltd. (“Aquila”), approving Phase 1 of a project to reinforce distribution facilities that provide service from the Joe Rich substation to the Big White Ski Resort near Kelowna, B.C. (“the Project”); and B. On September 27, 2002, Aquila applied for a CPCN for Phase 2 of the Project that will include the following construction activities: • double circuit approximately 6.8 km of 25 kV distribution line, • relocate the Philipott Road regulators to the Big White turnoff, and • terminate the bottom circuit into the Joe Rich substation; and C. Phase 2 of the Project is required to keep pace with load growth and will permit the conversion of the top circuit to a transmission voltage level when the distribution feeder can no longer supply the load, and is estimated to cost $1,231,500. The Phase 2 work will proceed in several stages and will be completed in 2004; and D. The Commission has reviewed the costs, timing and justification for Phase 2 of the Project and finds it should be approved. NOW THEREFORE the Commission approves, pursuant to Section 45 of the Utilities Commission Act, the issuance of a CPCN to Aquila to proceed with Phase 2 of the Project for a total estimated cost of $1,231,500. Aquila will file with the Commission annual progress reports and a final report on completion of Phase 2 of the Project.
