V6B 5R3 Dear Mr. Aldeguer: Re: British Columbia Hydro and Power Authority (“B.C. Hydro”) _____________Net Metering for Residential Customers_________ In the attached e-mail letter, dated December 10, 2002, Mr. Michael Wheatley and other interested parties have requested the Commission to consider and to issue directives with respect to the provision of net metering for residential customers of B.C. Hydro. Mr. Wheatley proposed a similar change in October 2001. B.C. Hydro requested in its letter dated 22 November 2001 that the Commission defer its inquiries into net metering until the government had released its Energy Policy. The Commission, in Letter No. L-46-01 dated November 29, 2001, concurred and deferred consideration of net metering until after the release of the Energy Policy. The government’s Energy Policy was released on November 25, 2002. The Commission notes that Policy Action #20 indicates that the distribution businesses of B.C. Hydro, Aquila Networks Canada and other investor-owned utilities will develop policies such as net metering and interconnection standards to acquire clean energy. The Commission invites B.C. Hydro to comment on the issues raised in the letter from Mr. Wheatley et al. Please submit your comments to the Commission and the signatories to the letter by Monday, January 20, 2003.
