Hydro”) applied for a Certificate of Public Convenience and Necessity (“the Application”) for the construction of a 230 kV cable transmission line to be placed underground between the Horne Payne substation and the Cathedral Square substation along a new route from Burnaby to the Vancouver city core (“the Project”); and B. B.C. Hydro has conducted a public information and consultation phase, which consisted of meetings with Vancouver and Burnaby city officials, letters to the affected public, public notices and two open houses for public input and information exchange; and C. The Commission considers that a regulatory process is required to ensure public input and to determine the scope and resolution of issues related to the Project. NOW THEREFORE the Commission orders as follows: 1. A written public hearing is established for the review of the Application. 2. B.C. Hydro will publish, as soon as possible, in display ad format, the notice of the Written Public Hearing attached as Appendix A to this Order, in such appropriate local news publications as may properly provide adequate notice to the public in the area of the Project. …/2

The Application and supporting material will be made available for inspection at the Head Office of B.C. Hydro at 333 Dunsmuir Street, Vancouver, B.C. and at the British Columbia Utilities Commission, Sixth Floor, 900 Howe Street, Vancouver, B.C. 4. B.C. Hydro is to provide a copy of this Order and the Executive Summary of the Application to residential and commercial owners and occupants along the preferred route and to those attending the open houses who provided contact information. 5. Intervenors and Interested Parties should inform the Commission in writing, by Friday November 8, 2002 of their intention to intervene and identify the nature of their interest in the Project. 6. The following Regulatory Agenda is established for the written hearing: • Written Information Requests will be submitted to B.C. Hydro by Friday, November 15, 2002. • Written Responses to Information Requests will be completed by B.C. Hydro”) has applied to the British Columbia Utilities Commission (“the Commission”) for approval of a Certificate of Public Convenience and Necessity for a new 230 kV underground transmission line from the Horne Payne substation in Burnaby to the Cathedral Square substation in downtown Vancouver. The new circuit has been designated as 2L33. The proposed route runs north from Horne Payne on Ingleton, west on William, north on Windermere, west on Pender, north on Vernon, west on Cordova and south on Homer to the Cathedral Square substation at Dunsmuir and Richards. The Application states that several of the electricity transmission cables that supply Vancouver are approaching the end of their useful life, and the new underground transmission line is needed to maintain the reliability of electricity supply to the downtown core. The new circuit would also provide a seismically secure supply to the downtown. The project is estimated to cost $44 million, and is expected to be in service by May 2004. THE REGULATORY PROCESS The Commission will review the Application using a Written Public Hearing process according to the following Regulatory Schedule: • Intervenors and Interested Parties may register by Friday, November 8, 2002. • Written Information Requests will be submitted to B.C. Hydro by Friday, November 15, 2002. • B.C. Hydro will respond to these Information Requests by Friday, November 29, 2002. • Intervenors, Interested Parties, or others may file Submissions or comments with the Commission, with a copy to B.C.
