Ostergaard, Chair R.D. Deane, Commissioner K.L. Hall, Commissioner O R D E R WHEREAS: A. On June 5, 2002, BC Gas Utility Ltd. (“BC Gas”) filed with the Commission an April 5, 2002 Letter Agreement for natural gas storage with Northwest Natural Gas Company (“NW Natural”) for the storage contract periods from June 1, 2001 to March 31, 2002, April 1, 2002 to March 31, 2003, and April 1, 2003 to March 31, 2004; and B. The Letter Agreement for natural gas storage that set the pricing and deliverability terms is structured as follows: GS 4148 between BC Gas and NW Natural at the Mist Storage Facility for a multi-year term for 10,000 Dth/day of deliverability equivalent to 10.55 TJ/day and inventory level of up to 150,000 Dth (158.25 TJ) from June 1, 2001 to March 31, 2004 with annual pricing conditions; and C. The Commission has reviewed the BC Gas filing and finds that the Letter Agreement with NW Natural for natural gas storage at the Mist Storage Facility is in the public interest. NOW THEREFORE pursuant to Section 71 of the Utilities Commission Act and the Rules for Energy Supply Contracts, the Commission accepts for filing for BC Gas the April 5, 2002 Service Agreement for Firm Interstate Storage Service, identified as Agreement No. GS 4148, with NW Natural for natural gas storage at the Mist Storage Facility from June 1, 2001 to March 31, 2004.
