Ostergaard, Chair ) R.D. Deane, Commissioner ) August 15, 2002 K.L. Hall, Commissioner ) O R D E R WHEREAS: A. On August 7, 2002, BC Gas Utility Ltd. (“BC Gas”) filed with the Commission a letter from Avista Corp. (“Avista”) regarding its Jackson Prairie, Washington storage facility (“Jackson Prairie”) and draft amendments to natural gas storage agreements with Northwest Natural Gas Company (“NWN”) regarding its Mist, Oregon storage facility; and B. The Commission has reviewed the BC Gas filing and finds that the agreements with Avista and NWN for natural gas storage are in the public interest. NOW THEREFORE pursuant to Section 71 of the Utilities Commission Act and the Rules for Energy Supply Contracts, the Commission accepts for filing for BC Gas the following documents for natural gas storage, subject to timely filing of the fully executed agreements with NWN. 1. Letter dated July 2, 2002 from Avista that rescinded its Notice of Termination of Jackson Prairie Storage Contract No. GS-4137 effective April 30, 2003. 2. Interstate Storage Service Agreement Addendum with NWN for Mist Storage Contract No. GS-4138 that increases the storage capacity to 1,125,000 MMBtu and amends the capacity charge for the storage. 3. Interstate Storage Service Agreement Addendum with NWN for Mist Storage Contract No. GS-4148 that increases the storage deliverability to 15,000 MMBtu/d (15,825 GJ/d) and the storage capacity to 375,000 MMBtu, and amends the capacity charge for the storage. The Commission accepts BC Gas’ request to maintain the contracts and filing documents as confidential.
