Ostergaard, Chair ) K.L. Hall, Commissioner ) May 9, 2002 N.F. Nicholls, Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On April 24, 2002, Centra Gas British Columbia Inc. (“Centra Gas”) applied to the Commission for approval to lower its natural gas transmission line where the pipeline crosses the Qualicum River (“the Project”); and B. The Project will lower the existing transmission line at the Qualicum River as the existing pipeline has been subject to exposure due to soil erosion. The Project will involve a directionally drilled river crossing at an estimated cost of $1,000,000 with the work expected to be completed by Fall 2002; and C. On May 10, 2002, Centra Gas confirmed with the Commission that it is seeking a Certificate of Public Convenience and Necessity (“CPCN”) for the Project under Section 45 of the Act; and D. The Commission has reviewed the costs, timing, and justification for the Project and finds that it should be approved. NOW THEREFORE the Commission orders as follows: 1. The Commission issues to Centra Gas, pursuant to Section 45 of the Act, a CPCN for the Project at an estimated cost of $1,000,000 as set out in Centra Gas April 24, 2002 application. 2. Centra Gas is to file a final project report, including a comparison of actual and estimated costs, upon completion of the Project.
