On September 8, 2003, the Commission issued Order No. G-55-03 and its Decision on Vancouver Island Energy Corporation’s Application (“the Application”) for a Certificate of Public Convenience and Necessity for the Vancouver Island Generation Project; and B. On July 9, 2003, Ms. Dyane Brown, on behalf of the Society Promoting Environmental Conservation, applied for a Participant Assistance Cost Award for participation in the proceeding on the Application; and C. On August 25, 2003, the GSX Concerned Citizens Coalition and Nanaimo Citizens Organizing Committee (collectively “GSXCCC”) applied for a Participant Assistance Cost Award for participation in the proceeding on the Application; and D. On September 18, 2003, The British Columbia Public Interest Advocacy Centre (“BCPIAC”) on behalf of the British Columbia Old Age Pensioners’ Organization et al applied for a Participant Assistance Cost Award for participation in the proceeding on the Application; and . . ./2

On September 19, 2003, Mr. James Campbell applied for a Participant Assistance Cost Award for participation in the proceeding on the Application; and F. On September 22, 2003, the Joint Industry Electricity Steering Committee (“JIESC”) applied for a Participant Assistance Cost Award for participation in the proceeding on the Application; and G. The Commission has reviewed the Participant Assistance Cost Award applications with regard to the criteria and rates set out in Commission Order No. G-23-01. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 118(1) of the Utilities Commission Act, the Commission awards funds to the following for their participation in the proceeding on the Application for the Vancouver Island Generation Project: Ms. Dyane Brown $ 577.13 GSXCCC 95,334.17 BCPIAC 58,009.06 Mr. James Campbell 882.66 JIESC 38,538.00 2. Vancouver Island Energy Corporation is directed to reimburse the above noted participants for the total amounts awarded in a timely fashion.
