Hobbs, Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On December 30, 2002, Aquila Networks Canada (British Columbia) Ltd. (“Aquila”) applied, pursuant to Sections 45 and 46 of the Utilities Commission Act (“the Act”), for a Certificate of Public Convenience and Necessity (“CPCN”) for the Lambert Terminal Upgrade project (“the Lambert Project”) consisting of the addition of a distribution facility within the terminal station in order to support electricity load growth and upgrade aging distribution facilities in the Creston, B.C. area; and B. The Lambert Project consists of upgrading the existing Lambert terminal station, the installation of a 63/13 kV 24/32 MVA transformer and switchgear, and the removal of the Wynndel Substation; and C. On February 14 and 28, 2003, Aquila responded to staff information requests further describing the plans to be undertaken for the Lambert Project that is estimated to cost $4,257,500; and D. The Commission has reviewed the costs, timing and justification of the Lambert Project and finds it should be approved. NOW THEREFORE the Commission issues, pursuant to Section 45 of the Act, a CPCN to Aquila to proceed with the Lambert Project for a total estimated cost of $4,257,500. Aquila must file with the Commission monthly progress reports and a final report on completion of the Lambert Project.
