PO Box 3777 1675 Douglas Street Victoria, B.C. V8W 3V3 Dear Mr. Higgins: Re: Terasen Gas (Vancouver Island) Inc. Resource Plan Filing The Commission released Resource Planning Guidelines (“Guidelines”) in December 2003. The Guidelines were prepared in response to the provincial government’s Energy Plan and subsequent amendments to the Utilities Commission Act (“UCA”). The amendments to the UCA expand upon and clarify the planning requirements of utilities and the Commission’s role to review filed plans to determine whether expenditures are in the public interest and whether associated rate changes are necessary and appropriate. The Commission is now directing utilities to file resource plans. As described in the Purpose and Scope section of the Guidelines, the Commission requires that any resource plans filed under paragraph 6.1, (a), (b) and (c) of the UCA be prepared in accordance with the Guidelines. Therefore, the Commission directs Terasen Gas (Vancouver Island) Inc. (“TGVI”) to file a resource plan before the end of 2004 in accordance with the Commission’s Resource Planning Guidelines. The Commission will evaluate the resource plan and establish a review process, as necessary. The Commission will allow TGVI to choose the due date for this initial filing, but requests TGVI notify the Commission of its intended filing date by the end of February 2004. The Commission also requests that TGVI recommend its preferred schedule for annual updates or renewal of its Resource Plan; for example, at an anniversary date of the initial filing or at a specified interval, such as six months following the financial year-end.
