On July 22, 2003, the Commission issued Letter No. L-37-03 directing British Columbia Hydro and Power Authority (“BC Hydro”) to file a net metering tariff application by November 3, 2003; and B. On November 3, 2003, BC Hydro applied to the Commission for approval of Rate Schedule 1289 – Net Metering (“the Application”); and C. On November 27, 2003, the Commission issued Order No. G-78-03 establishing a written public hearing process to review the Application; and D. In accordance with Order No. G-78-03, a written public hearing process was conducted on the Application from December 5, 2003 through January 30, 2004. Written submissions were received from Intervenors by January 23, 2004 and BC Hydro’s Reply Submission was received on January 30, 2004. E. On March 10, 2004, the Commission issued Order No. G-26-04 and Reasons for Decision on the Net Metering Rate Schedule 1289 Application; and . . ./2
2 F. On April 8, 2004, the British Columbia Public Interest Advocacy Centre (“BCPIAC”), representing the British Columbia Old Age Pensioners’ Organization et al. (“BCOAPO”), applied for a Participant Assistance Cost Award in the amount of $3,920.31 for its participation in the BC Hydro Net Metering Application; and G. The Commission has reviewed the application for a participant assistance cost award with regard to the criteria and rates set out in Commission Order No. G-15-04. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 118(1) of the Utilities Commission Act, the Commission awards funds to the BCPIAC on behalf of BCOAPO for its participation in the BC Hydro Net Metering Rate Schedule 1289 Application in the amount of $3,920.31. 2. BC Hydro is directed to reimburse BCPIAC on behalf of BCOAPO for the total amount awarded, in a timely fashion.
