British Columbia Hydro and Power Authority (“BC Hydro”) filed on December 15, 2003, pursuant to the Utilities Commission Act (“the Act”), an application to increase its rates by 7.23 percent effective April 1, 2004 and by 2.00 percent effective April 1, 2005, both on a final basis (“the Application”); and B. BC Hydro also seeks approval of a reduction in certain wholesale transmission service rates on an interim and final basis, effective April 1, 2004; and C. The Application includes a request that the 7.23 percent rate increase be approved on an interim basis, effective April 1, 2004; and D. In accordance with Commission Order No. G-7-04 an oral public hearing will be held on May 17, 2004; and E. The Commission requires that interim rates be established. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 89 of the Act, a 7.23 percent increase in BC Hydros revenue requirement and a reduction in certain wholesale transmission service rates are approved, to be applied to the rates as described in Appendix B of the Application, on an interim basis, effective April 1, 2004. . . ./2
2 2. The interim rate increase is subject to refund with interest at the average prime rate of the principal bank with which BC Hydro conducts its business. 3. The Commission will accept, subject to timely filing by BC Hydro, amended Electric Tariff Rate Schedules in accordance with the terms of this Order. 4. BC Hydro is to provide customers with notification of the interim rates as soon as practicable.
