On February 27, 2003, Princeton Light and Power Company, Limited (“PLP”) applied to the Commission for approval to pass-through a permanent decrease in energy rates, effective January 1, 2003, from a base cost of 4.390 to 4.361 cents/kWh, a permanent increase in service charges of 1.884 percent and an interim increase in access charges of 5.858 percent, effective April 1, 2003, for its test year ending March 31, 2004 (“the Application”); and B. Commission Order No. G-12-03 approved for PLP the requested permanent decrease in energy rates effective January 1, 2003. The Order also approved the requested increases in service and access charges on an interim basis effective April 1, 2003 to recover a total revenue deficiency of $98,355 subject to refund with interest following a written public hearing process; and C. One intervenor registered in the written public hearing process and provided a written submission in support of the Application; and D. In the responses to Commission staff information requests, PLP revised the Application to reduce the revenue deficiency for 2003/04 to $86,260 and to request an increase in service charges of 2.674 percent and access charges of 4.922 percent effective April 1, 2003; and E. The Commission has reviewed the Application and responses to staff information requests and is satisfied that a permanent increase in rates for PLP customers is required and in the public interest. …/2
2 NOW THEREFORE pursuant to Sections 58, 61, 89 and 91 of the Utilities Commission Act, the Commission orders as follows: 1. The Commission approves for PLP effective April 1, 2003, permanent increases in service charges of 2.674 percent and in access charges of 4.922 percent and the corresponding rates on pages 14 and 15 of the response to staff information requests. 2. PLP is to refund to customers the difference between the interim and permanent rates for service and access charges with interest. PLP is to report to the Commission on the results of the refund. 3. PLP is to file revised Electric Tariff pages for Commission approval in accordance with the approved increases. 4. PLP is to advise all customers by way of customer notice of the permanent increase in rates.
