Princeton Light and Power Company, Limited (“PLP”) filed its 2004/05 Revenue Requirements Application on March 8, 2004 seeking approval of permanent increases in its Service Charges and Energy Charges of 14.7 percent and 0.4 percent, respectively, and seeking approval of an interim increase to its Access Charges of 4 percent, effective April 1, 2004; and B. The Application was predicated in part by the purchase of the energy component from its supplier, Aquila Networks Canada (British Columbia) Ltd. (“Aquila”), and the pass-through of those costs to PLP customers; and C. Commission Order No. G-10-04 approved for PLP a 3.6 percent interim increase in the energy component of rates for all customers as a pass-through of increased power purchase costs from, Aquila, effective January 1, 2004; and D. A Commission decision on rate changes in respect of Aquila’s 2004 Revenue Requirements Application is pending and therefore the Commission is currently not in a position to establish a permanent increase in Energy Charges to PLP customers; and E. The Commission has reviewed PLP’s Application and finds that the increases to PLP’s Service, Access and Energy Charges should be approved on an interim and refundable basis, effective April 1, 2004. BRITISH COLUMBIA UTILITIES COMMISSION ORDER NUMBER G-30-04 2 NOW THEREFORE pursuant to Sections 58, 61, 89 and 91 of the Utilities Commission Act, the Commission orders as follows: 1. The Commission approves PLP’s applied for Energy Charge on an interim basis, effective April 1, 2004, subject to refund with interest following a decision of the Commission on the Aquila Revenue Requirements Application that will establish the pass-through Energy Charge to PLP. 2. The Commission approves PLP’s applied for Service and Access Charges on an interim basis, effective April 1, 2004, subject to refund with interest following a written public hearing process under the Regulatory Timetable attached as Appendix A to this Order. 3. PLP must provide a copy of this Order to previous Intervenors and Interested Parties no later than Friday, April 2, 2004. PLP must also post a copy of this Order in various community centres and give notice through other community resources, in order to adequately notify its customers of the applied-for rate increases. 4. Intervenors and Interested Parties are to inform the Commission, in writing by Thursday, April 8, 2004, of their intention to actively intervene in the proceeding, or become Interested Parties. PLP is to provide all Registered Intervenors with copies of the Application, all correspondence and filed documentation. PLP is to provide all Interested Parties with copies of the Application’s Executive Summary and all Orders issued. 5. Information requests from Intervenors about issues concerning the Application are to be filed with other Intervenors, the Commission and PLP by Friday, April 23, 2004. 6. PLP shall respond to all information requests no later than Friday, April 30, 2004. 7. Intervenors may submit written submissions on the Application to other Intervenors, the Commission and to PLP by Friday, May 7, 2004. 8. PLP shall reply to the written submissions of Intervenors by Friday, May 14, 2004 after which time the Commission will make its determination on the Application.
