V3S 2X7 Dear Mr. Thomson: Re: Terasen Gas (Vancouver Island) Inc. (“TGVI”) June 2004 Resource Plan Filing By letter dated June 18, 2004, TGVI submitted its 2004 Resource Plan for Vancouver Island to the Commission. TGVI states in its letter that it expects to file an application with the Commission in late July for a Certificate of Public Convenience and Necessity (“CPCN”) approving an LNG facility on Vancouver Island as recommended in the Resource Plan. TGVI also states that it anticipates that the Resource Plan and the CPCN Application will be reviewed jointly as part of the regulatory review and approval process required. Before making a determination on whether to review the Resource Plan and the CPCN Application jointly or in separate processes, the Commission would like to hear from interested parties. The Commission has some concerns that the proposed timing of the review for the LNG facility CPCN Application may not be optimal, given the timing of the British Columbia Hydro and Power Authority Call for Tenders for Vancouver Island. Interested parties are requested to provide their comments on, and preference for, either a joint process or separate processes for reviewing the Resource Plan and the CPCN Application. The Commission also requests comments on the appropriate timing of the CPCN process, assuming separate processes. Parties are requested to submit any comments to the Commission by July 19, 2004, with copies to TGVI by the same date. TGVI is invited to respond to the comments by July 30, 2004. TGVI is directed to forward a copy of this letter to all stakeholders who have been involved in its Resource Plan and CPCN consultative processes. TGVI is also directed to provide copies of the Resource Plan and the CPCN Application, when complete, to stakeholders who request them. Yours truly, Original signed by: Robert J.
