On July 5, 2004, the Insurance Corporation of British Columbia (“ICBC”) submitted an application for approval of the Financial Allocation Methodology and a filing relating to Road Safety and Collection of Data relating to Age, Sex and Marital Status (“Submission 1”). On July 12, 2004, ICBC will submit a filing (“Submission 2”) containing Actuarial and 2005 Financial Information for Universal Compulsory Automobile Insurance (“UCAI”). Submissions 1 and 2 are in response to directions issued by the British Columbia Utilities Commission (“BCUC, Commission”) in its Decision dated November 12, 2003 and the Negotiated Settlement Agreement, approved by Order No. G-49-04, regarding regulatory filings in 2004; and B. ICBC advised that it is not applying for a revision to its rates for UCAI; and C. The Province of British Columbia (“the Province”) issued Order of the Lieutenant Governor in Council (“OIC”) No. 647, dated June 30, 2004, with the attached Special Direction IC2 to the BCUC. BRITISH COLUMBIA UTILITIES COMMISSION ORDER NUMBER G-66-04 2 D. The Province issued OIC No. 666, dated June 30, 2004, which ordered that the part of section 9 of the Insurance Corporation Amendment Act, 2003, S.B.C. 2003, c. 35, that enacts section 49 of the Insurance Corporation Act, is brought into force. NOW THEREFORE the Commission orders as follows: 1. Submission 2 must be filed no later than Monday, July 12, 2004. 2. ICBC is to lead a workshop with respect to Submissions 1 and 2, commencing at 9:00 a.m. Thursday, July 29, 2004, in the Hearing Room on the 4 th Floor, 855 Homer Street, Vancouver, B.C. 3. Submissions 1 and 2 will be examined in an Oral Public Hearing in accordance with a Regulatory Agenda and Timetable to be established following a Pre-Hearing Conference to be held, on Thursday, July 29, 2004, commencing at 1:00 p.m., in the Hearing Room on the 4 th Floor, 855 Homer Street, Vancouver, B.C. A list of issues and schedule for the Oral Public Hearing will be prepared with input from all active participants. 4. ICBC will publish, by Wednesday, July 14, 2004 or as soon as possible thereafter, in display-ad format, the Notice of Pre-Hearing Conference and Notice of Oral Public Hearing Process, attached as Appendix A, in such appropriate local news publications as may properly provide adequate notice to the public in its service areas. 5. Submissions 1 and 2 and supporting material will be made available for inspection at major ICBC locations including, Campbell River, Cranbrook, Fort St. John, Kelowna, Nanaimo, Nelson, Prince George, Terrace, Victoria, Burnaby, Surrey, the Head Office of ICBC at 151 West Esplanade, North Vancouver, B.C., on ICBCs website, and at the Commission Offices, Sixth Floor, 900 Howe Street, Vancouver B.C. V6Z 2N3. 6. Intervenors and Interested Parties should register with the Commission, in writing, by Monday, July 26, 2004. 7. Intervenors intending to apply for participant assistance must submit a budget estimate by Friday, July 30, 2004 consistent with the Commissions Participant Assistance/Cost Award Guidelines and Order No. G-15-04. THE REGULATORY PROCESS The Commission wishes to ensure that all affected parties have an opportunity to understand the basis for Submissions 1 and 2. The Commission will review Submissions 1 and 2 using an Oral Public Hearing process to be established following a Pre-Hearing Conference commencing at 1:00 p.m. Thursday, July 29, 2004 in the Hearing Room on the 4 th Floor, 855 Homer Street, Vancouver, B.C., V6B 5S2.
