On December 5, 2003, the Commission issued Certificate of Public Convenience and Necessity (“CPCN”) No. C-17-03 to Aquila Networks Canada (British Columbia) Ltd., now known as FortisBC Inc. (“FortisBC”), for a Life Extension and Upgrade to Unit No. 6 at the Upper Bonnington Hydroelectric Generating Plant (“the Plant”) located on the Kootenay River; and B. On June 8, 2004, FortisBC applied to the Commission for a CPCN to rebuild Headgate No. 6 at the Plant, pursuant to Sections 45 and 46 of the Utilities Commission Act (“the Act”); and C. The Project is estimated to cost $607,000 and is necessary for the continued safe operation of Unit No. 6 as the present Headgate has exceeded its original life expectancy; and D. The Commission has determined that the expenditure for the Unit No. 6 Headgate rebuild is necessary and in the public interest. 2 NOW THEREFORE the Commission orders as follows: 1. The Commission, pursuant to Section 45 of the Act, issues a CPCN to FortisBC to rebuild the Unit No. 6 Headgate at the Upper Bonnington Hydroelectric Generating Plant for an estimated cost of $607,000. 2. FortisBC is to file a final report and cost summary with the Commission following completion of the Project.
