Kelsey, Commissioner ) April 15, 2004 K.L. Hall, Commissioner ) O R D E R WHEREAS: A. On March 17, 2004, Terasen Gas Inc. (“Terasen Gas”) requested approval of bundled sales Rate Schedule 7 and gas commodity sales Rate Schedules 10, 14 and 14A (the Application”) for the 2004/05 gas year, and proposed that the Commission establish a written process to review the Application; and B. Commission Letter No. L-20-04 dated March 24, 2004 established a Workshop on the Application on April 2, 2004. Parties were requested to provide written comments by April 6, 2004 regarding issues that remain outstanding and the process that the Commission should establish to review the Application; and C. Following the Workshop, the Commission received written comments from six parties, all of whom agreed with a written process to deal with the Application. Two of the parties requested that the schedule provide an opportunity to submit evidence on the matter; and D. By a letter dated April 8, 2004 the Commission sent an Information Request to Terasen Gas and informed the parties that Information Requests should be sent to Terasen Gas by April 16, 2004; and E. The Commission concludes that a written regulatory process should be established to deal with the Application. . . ./2
2 NOW THEREFORE the Commission orders as follows: 1. The Application will be examined in a written public hearing process according to the Regulatory Agenda and Timetable that is attached as Appendix A to this Order. 2. Intervenors and Interested Parties are to inform the Commission in writing by Friday, April 23, 2004 of their intention to actively intervene in the proceeding or to be Interested Parties. Terasen Gas is to provide all Intervenors with copies of the Application, all correspondence and filed documentation.
