British Columbia Transmission Corporation (“BCTC”) filed on August 3, 2004, an application for an Open Access Transmission Tariff (“the Application”) pursuant to Sections 58, 59 and 60 of the Utilities Commission Act (“the Act”); and B. Section 4(1) of the Transmission Corporation Act (SBC 2003, c. 44) requires BCTC to seek an order from the Commission approving its first schedule of rates on or before December 31, 2004; and C. BCTC’s Open Access Transmission Tariff (“OATT”) means the rates, terms, and conditions (including tariff supplements) of the non-discriminatory, open access transmission service offered by BCTC on and after the commencement date of the tariff; and D. The OATT will replace the Wholesale Transmission Service Tariff of British Columbia Hydro and Power Authority (“BC Hydro”) as the tariff applicable for the provision of open-access transmission service on the BC Hydro transmission system; and E. BC Hydro filed, on August 4, 2004, an application to establish rates, terms and conditions for Interconnected Operations Services (“IOS”) to be offered to BCTC once it becomes responsible for offering and providing transmission services through the OATT; and F. The Commission requires that the BC Hydro IOS Application be heard at the same time as BCTC’s OATT Application and that there will be one record for both Applications; and …/2
2 G. The Commission requires that a public hearing and a regulatory timetable to deal with the Applications be established. NOW THEREFORE the Commission orders as follows: 1. The BC Hydro IOS Application will be heard at the same time as the BCTC OATT Application and that there will be one record for both Applications. 2. A public hearing into the Applications will commence on Tuesday, January 4, 2005. 3. A Regulatory Timetable for the Applications is attached as Appendix A to this Order.
