V6Z 2N3 CANADA web site: http://www.bcuc.com IN THE MATTER OF the Utilities Commission Act, R.S.B.C. 1996, Chapter 473 and An Application by British Columbia Transmission Corporation for Approval of a Reliability Management System Agreement and a Reliability Criteria Agreement between the British Columbia Transmission Corporation and the Western Electricity Coordinating Council BEFORE: R.H. Hobbs, Chair O R D E R WHEREAS: A. On April 28, 2004, the British Columbia Transmission Corporation (“BCTC”) applied to the Commission for approval of a Reliability Management System (“RMS”) Agreement which includes a Reliability Criteria Agreement; and B. Under the Transmission Operating Agreement between the British Columbia Hydro and Power Authority (“BC Hydro”) and the BCTC, BC Hydro agreed to assign the RMS Agreement to BCTC pending a replacement agreement being entered into by BCTC; and C. The Master Agreement between BC Hydro and BCTC requires that BCTC assume responsibility for the reliability and operation of BC Hydros transmission facilities in British Columbia; and D. The Commission has reviewed the application and finds that the Reliability Management System Agreement and the Reliability Criteria Agreement between BCTC and the Western Electricity Coordinating Council is required to be approved. NOW THEREFORE the Commission approves for BCTC the Reliability Management System Agreement and the Reliability Criteria Agreement dated April 13, 2004, pursuant to Sections 23 and 38 of the Utilities Commission Act, effective April 28, 2004. BCTC is to file the executed agreements with the Commission by July 16, 2004.
